MR. DODZI MENSAH FOLI is a Ghanaian cultural administrator, policy professional, and global cultural advocate, recognized for his leadership in advancing Ghana’s creative and cultural industries. He currently serves as the Acting Head of the Research and Documentation Department at the Greater Accra Centre for National Culture and is on temporary release to the National Commission on Culture, where he contributes to the Policy, Planning, Research, Monitoring, and Evaluation Directorate (PPRME).

With a strong background in policy development, research, and institutional planning, he plays a strategic role in shaping cultural frameworks and supporting evidence based decision making within Ghana’s cultural sector. His work focuses on strengthening cultural systems, documentation, and programme implementation to enhance the visibility and sustainability of Ghana’s heritage.

Mr. Foli also serves as the General Secretary and Ambassador of the National Federation of Masqueraders and Fancy Dress of Ghana, where he provides administrative leadership, strategic coordination, and international representation for the promotion of masquerade and carnival arts. In addition, he is a Global Ambassador of the World Carnival Commission, contributing to international cultural exchange, collaboration, and the global positioning of Ghana’s creative identity.

He is actively engaged in the design and execution of cultural programmes, policy initiatives, and international partnerships that position Ghana within the global creative economy. His professional approach is defined by innovation, cultural advocacy, and a strong commitment to youth development, tourism promotion, and sustainable cultural growth.

Through his leadership and global outlook, Mr. Foli continues to drive impactful initiatives that connect Ghana’s rich cultural heritage to international platforms, strengthening the country’s influence within the global carnival and creative arts ecosystem.
